Presentation of CELS (English version)

The CELS is the Centre for Education and Labour Studies. It was founded by the Faculty of Education of Chiang Mai University and the French research institute IRD (Institut de Recherche sur le Développement). It was created in 2002 with the aim of building higher education research capacities serving teaching and learning activities as well economic and social development of Thailand. It has become since 2008 a young research laboratory associated to IRD (JEAI). Its fields of research are economic growth, labour and social issues, education development and quality. Its expertise is political economy, labour and work economics and sociology, sociology and economics of education, sciences of education.

Its major research findings and orientations are the following:
1) Economic growth has been underpinned on cheap labour that is on labour intensive, outdated technology. As skills are forged on the job, outdated technology does not contribute to the formation of modern skills. As a consequence, education can deal with other objectives than disseminating knowledge and can focus on citizenship and socialisation of the individual.
2) Recently after the 1997 crisis, the cost of labour has tended to increase, obliging entrepreneurs and policy-makers to foster labour productivity that is to shift toward more capital intensive technology. The formation of modern skills is going to take place on the job at the rhythm of technological improvement. As the formation of skills on the job is fuelled by the quality of cognitive skills delivered by the education system, the latter has to change its objectives and organisation.
3) The error of educational policy makers is to believe that technological skills are forged by education: from this belief they advocate a vocational logic of education able to follow (or even to precede) technological change. Thus, they are putting at risk an already defaulting educational logic (transmission of knowledge in order to forge cognitive skills).
4) Strengthening the educational logic can be understood as improving the quality of education that is the assurance that education develops the knowledge of students and their capacity to learn by themselves. As the sociology of the educational system and didactic are two major factors of this quality, the ongoing research focuses on these two dimensions through a participatory research method.

Title: Characterizing poverty in Thailand
Authors: Alain Mounier and Phasina Tangchuang
Language: English

International literature on poverty has considered three major interrogations: How to define poverty? Who are the poor? What are the causes of poverty? The present paper surveys how these questions have been answered and how these answers shape the picture of poverty in Thailand. A last section looks at the policy prescriptions made by these analyses for reducing poverty.

This CELS Discussion Papers has supported the Research Project “Education and Poverty”, sponsored by NRCT (2007-2009).

Research Project: “Education, Identity, and Economy. Ten years of Educational Reform in Thailand” / โครงการวิจัย

Audrey Baron-Gutty and Supat Chupradit have teamed together on a common research project. Audrey is a visiting French PhD Student at the CELS; she is sponsored by IRASEC and is from Université de Lyon (Institute of Political Studies) / Institute of East Asian Studies IAO. Supat is a PhD student from Chiang Mai University; he is studying in PhD RED and has already been associated to several CELS works.

The aim of the study is to examine how the educational reform in Thailand, starting in 1999, has tried to balance two challenges: safeguarding the Thai culture and identity, and ensuring a solid basis for Thailand in a world economy oriented toward knowledge-based and high-tech goals.
วัตถุประสงค์ของการศึกษาครั้งนี้ เพื่อตรวจสอบถึงการปฏิรูปการศึกษาที่ผ่านมาของประเทศไทยนั้นว่าเป็นเช่นไร นับตั้งแต่ปี พ.ศ. 2542 โดยพยายามค้นหาความท้าทายระหว่าง 2 ประเด็น คือ 1) การธำรงไว้ซึ่งอัตลักษณ์ วัฒนธรรมความเป็นไทย และ 2) ศักยภาพพื้นฐานของประเทศไทยภายใต้กระแสโลกที่อาศัยเศรษฐกิจฐานความรู้และการนำไปสู่เป้าหมายทางเทคโนโลยีสมัยใหม่

It is not only the drafting of the educational reform that shall be considered but also its implementation as the legislative texts are often far away from the reality. The National Education Act that launched the reform was voted in 1999 and we can therefore analyse ten years later how its provisions and visions have been implemented or have faced hurdles towards implementation.
การวิจัยนี้มิใช่เพียงการศึกษาจากตัวบทกฎหมายที่เป็นลายลักษณ์อักษรที่อาจจะไกลเกินความเป็นจริง หากแต่เป็นการศึกษาถึงการนำตัวบทกฎหมายมาใช้ในทางปฏิบัติ พระราชบัญญัติการศึกษาแห่งชาติ พ.ศ.2542 ซึ่งได้เริ่มนำมาปฏิบัติเกือบ 10 ปีของการปฏิรูปการศึกษา ดังนั้นคณะนักวิจัยจึงได้ทำการวิเคราะห์ในช่วงเวลา 10 ปีที่มาผ่านว่าวิสัยทัศน์สู่การปฏิบัติอันจะนำไปสู่เป้าหมายของการปฏิรูปการศึกษานั้นจะสามารถบรรลุหรือเผชิญกับปัญหาอุปสรรค หรือไม่

This on-going project (December 2008-May 2009) is based on in-depth field work and is a common initiative between CELS and IRASEC. It will eventually lead to a publication under IRASEC Occasional Papers Series, to be released in mid-2009.
การดำเนินโครงการวิจัยครั้งนี้ ใช้ระยะเวลาระหว่างเดือนธันวาคม 2551 ถึง พฤษภาคม 2552 โดยใช้ฐานวิจัยในการทำงานภาคสนามเชิงลึกและงานวิจัยนี้ถือเป็นจุดเริ่มต้นของความร่วมมือทางวิชาการระหว่างศูนย์วิจัยเพื่อการศึกษาและแรงงาน (CELS) และ IRASEC ผลงานวิจัยดังกล่าวจะได้ทำการตีพิมพ์เผยแพร่ภายใต้ IRASEC Occasional Papers Series, โดยคาดว่าจะได้รับการตีพิมพ์เผยแพร่ราวกลางปี พ.ศ.2552

CELS Research Projects are articulated around five research themes.
  • The transition between education and work (objectives: to verify if and how education is useful for performing jobs) /การเชื่อมโยง(การถ่ายโยง)ระหว่างการศึกษาและงาน(มีวัตถุประสงค์เพื่อตรวจสอบว่าการศึกษามีผลต่อการทำงานหรือศักยภาพในการทำงานอย่างไรบ้างและในแง่มุมใดบ้าง)
  • Didactics (objectives: to explore the relationships between teachers, learners, knowledge and culture)/ การเรียนการสอน (มีวัตถุประสงค์เพื่อสำรวจความสัมพันธ์ระหว่างครู นักเรียน ความรู้และวัฒนธรรม)

CELS Research Proceeding Conference / 27-28 Feb 2008/ศูนย์วิจัยฯจัดให้มีการประชุมวิจัยเชิงปฏิบัติการ วันที่ 27-28 ก.พ. 2551

On 27th-28th February 2008 took place the CELS Research Proceeding Conference. The purpose was to present to academics, scholars and people from the “outside” the results of two research projects conducted by CELS and funded by two national agencies, TRF (Thai Research Fund) and NRCT (National Research Council of Thailand).
ศูนย์วิจัยเพื่อการศึกษาและแรงงานจัดให้มีการประชุมวิจัยเชิงปฏิบัติการ เมื่อวันที่ 27-28 กุมภาพันธ์ 2551 โดยมีวัตถุประสงค์เพื่อนำเสนอผลงานการวิจัยของศูนย์ฯ แก่ผู้สนใจ ซึ่งมีผู้เข้าร่วมคือบุคลากรจากสถาบันการศึกษา ผู้แทนจากกระทรวงศึกษาธิการ นักเรียน นักศึกษา โครงการวิจัยที่นำเสนอจำนวน 2 โครงการเป็นโครงการซึ่งได้รับทุนจากแหล่งทุนระดับชาติ 2 แหล่ง คือ สำนักงานกองทุนสนับสนุนการวิจัย (สกว.) และสำนักงานคณะกรรมการวิจัยแห่งชาติ (วช.)

During this two-day conference, CELS researchers had the opportunity to present their work and answer related questions. Moreover representatives from the two above mentioned agencies presented the research policies of their institutions, leading to interaction with the audience. They were joined by representatives from the Ministry of Education.
ตลอดระยะเวลา 2 วันของการจัดประชุม เป็นการเปิดโอกาสให้นักวิจัยของศูนย์ฯ ได้นำเสนอผลงาน การตอบคำถามแลกเปลี่ยนความคิดเห็น นอกจากนั้น ยังมีการเสนอนโยบายของในการสนับสนุนทุนการวิจัยจากแหล่งทุนทั้ง 2 แหล่ง และแนวทางการวิจัยทางด้านการศึกษา
