Research Project: “Education, Identity, and Economy. Ten years of Educational Reform in Thailand” / โครงการวิจัย

Audrey Baron-Gutty and Supat Chupradit have teamed together on a common research project. Audrey is a visiting French PhD Student at the CELS; she is sponsored by IRASEC and is from Université de Lyon (Institute of Political Studies) / Institute of East Asian Studies IAO. Supat is a PhD student from Chiang Mai University; he is studying in PhD RED and has already been associated to several CELS works.

ออเดรย์ บารอน กัตตี้ และ สุภัทร ชูประดิษฐ์ ได้ร่วมกันศึกษาวิจัยในโครงการวิจัยนี้ ทั้งนี้ ออเดรย์ ซึ่งเป็นนักศึกษาปริญญาเอก สาขารัฐศาสตร์ ที่ได้มาทำการศึกษาวิจัยอยู่ ณ ศูนย์วิจัยเพื่อการศึกษาและแรงงาน คณะศึกษาศาสตร์ มหาวิทยาลัยเชียงใหม่ และได้รับการสนับสนุนทุนการศึกษาวิจัยจาก IRASEC และมหาวิทยาลัยลียง (สถาบันการเมืองศึกษา) / สถาบันเอเชียตะวันออกศึกษา ประเทศฝรั่งเศส และสุภัทร ชูประดิษฐ์ ซึ่งเป็นนักศึกษาปริญญาเอก ของมหาวิทยาลัยเชียงใหม่ กำลังศึกษาในหลักสูตรการวิจัยและพัฒนาการศึกษา โดยทั้งสองคนได้ร่วมมือกันทำงานวิจัยนี้ ณ ศูนย์วิจัยเพื่อการศึกษาและแรงงาน (CELS)

The aim of the study is to examine how the educational reform in Thailand, starting in 1999, has tried to balance two challenges: safeguarding the Thai culture and identity, and ensuring a solid basis for Thailand in a world economy oriented toward knowledge-based and high-tech goals.

วัตถุประสงค์ของการศึกษาครั้งนี้ เพื่อตรวจสอบถึงการปฏิรูปการศึกษาที่ผ่านมาของประเทศไทยนั้นว่าเป็นเช่นไร นับตั้งแต่ปี พ.ศ. 2542 โดยพยายามค้นหาความท้าทายระหว่าง 2 ประเด็น คือ 1) การธำรงไว้ซึ่งอัตลักษณ์ วัฒนธรรมความเป็นไทย และ 2) ศักยภาพพื้นฐานของประเทศไทยภายใต้กระแสโลกที่อาศัยเศรษฐกิจฐานความรู้และการนำไปสู่เป้าหมายทางเทคโนโลยีสมัยใหม่

It is not only the drafting of the educational reform that shall be considered but also its implementation as the legislative texts are often far away from the reality. The National Education Act that launched the reform was voted in 1999 and we can therefore analyse ten years later how its provisions and visions have been implemented or have faced hurdles towards implementation.

การวิจัยนี้มิใช่เพียงการศึกษาจากตัวบทกฎหมายที่เป็นลายลักษณ์อักษรที่อาจจะไกลเกินความเป็นจริง หากแต่เป็นการศึกษาถึงการนำตัวบทกฎหมายมาใช้ในทางปฏิบัติ พระราชบัญญัติการศึกษาแห่งชาติ พ.ศ.2542 ซึ่งได้เริ่มนำมาปฏิบัติเกือบ 10 ปีของการปฏิรูปการศึกษา ดังนั้นคณะนักวิจัยจึงได้ทำการวิเคราะห์ในช่วงเวลา 10 ปีที่มาผ่านว่าวิสัยทัศน์สู่การปฏิบัติอันจะนำไปสู่เป้าหมายของการปฏิรูปการศึกษานั้นจะสามารถบรรลุหรือเผชิญกับปัญหาอุปสรรค หรือไม่

This on-going project (December 2008-May 2009) is based on in-depth field work and is a common initiative between CELS and IRASEC. It will eventually lead to a publication under IRASEC Occasional Papers Series, to be released in mid-2009.

การดำเนินโครงการวิจัยครั้งนี้ ใช้ระยะเวลาระหว่างเดือนธันวาคม 2551 ถึง พฤษภาคม 2552 โดยใช้ฐานวิจัยในการทำงานภาคสนามเชิงลึกและงานวิจัยนี้ถือเป็นจุดเริ่มต้นของความร่วมมือทางวิชาการระหว่างศูนย์วิจัยเพื่อการศึกษาและแรงงาน (CELS) และ IRASEC ผลงานวิจัยดังกล่าวจะได้ทำการตีพิมพ์เผยแพร่ภายใต้ IRASEC Occasional Papers Series, โดยคาดว่าจะได้รับการตีพิมพ์เผยแพร่ราวกลางปี พ.ศ.2552

CELS Research Themes / กรอบเนื้อหาที่ CELS สนใจในขณะนี้ ประกอบด้วย

CELS Research Projects are articulated around five research themes.

• The transition between education and work (objectives: to verify if and how education is useful for performing jobs) /การเชื่อมโยง(การถ่ายโยง)ระหว่างการศึกษาและงาน(มีวัตถุประสงค์เพื่อตรวจสอบว่าการศึกษามีผลต่อการทำงานหรือศักยภาพในการทำงานอย่างไรบ้างและในแง่มุมใดบ้าง)
  
• Didactics (objectives: to explore the relationships between teachers, learners, knowledge and culture)/ การเรียนการสอน (มีวัตถุประสงค์เพื่อสำรวจความสัมพันธ์ระหว่างครู นักเรียน ความรู้และวัฒนธรรม)
• Sociology of education (objectives: to search for main social determinants of educational attainments and achievements)/ สังคมวิทยาการศึกษา(มีวัตถุประสงค์เพื่อแสวงหาตัวแปรทางสังคมหรือสิ่งที่เกี่ยวข้องกับการเข้าเรียนและสัมฤทธิ์ผลของผู้เรียน)
• Political science of education (objectives: advanced studies of political sciences and educational policy)/ รัฐศาสตร์การศึกษา(มีวัตถุประสงค์เพื่อศึกษาเจาะลึกเกี่ยวกับการบริหารปกครองการนโยบายการศึกษา
• Economics of education (objectives: advanced studies on private and public economics of education)/ เศรษฐศาสตร์การศึกษา(มีวัตถุประสงค์เพื่อศึกษาเจาะลึกเกี่ยวกับการเงินของสถานบันการศึกษาทั้งภาครัฐและเอกชน)

CELS Research Proceeding Conference / 27-28 Feb 2008/ศูนย์วิจัยฯจัดให้มีการประชุมวิจัยเชิงปฏิบัติการ วันที่ 27-28 ก.พ. 2551

On 27th-28th February 2008 took place the CELS Research Proceeding Conference. The purpose was to present to academics, scholars and people from the “outside” the results of two research projects conducted by CELS and funded by two national agencies, TRF (Thai Research Fund) and NRCT (National Research Council of Thailand).

ศูนย์วิจัยเพื่อการศึกษาและแรงงานจัดให้มีการประชุมวิจัยเชิงปฏิบัติการ เมื่อวันที่ 27-28 กุมภาพันธ์ 2551 โดยมีวัตถุประสงค์เพื่อนำเสนอผลงานการวิจัยของศูนย์ฯ แก่ผู้สนใจ ซึ่งมีผู้เข้าร่วมคือบุคลากรจากสถาบันการศึกษา ผู้แทนจากกระทรวงศึกษาธิการ นักเรียน นักศึกษา โครงการวิจัยที่นำเสนอจำนวน 2 โครงการเป็นโครงการซึ่งได้รับทุนจากแหล่งทุนระดับชาติ 2 แหล่ง คือ สำนักงานกองทุนสนับสนุนการวิจัย (สกว.) และสำนักงานคณะกรรมการวิจัยแห่งชาติ (วช.)

During this two-day conference, CELS researchers had the opportunity to present their work and answer related questions. Moreover representatives from the two above mentioned agencies presented the research policies of their institutions, leading to interaction with the audience. They were joined by representatives from the Ministry of Education.

ตลอดระยะเวลา 2 วันของการจัดประชุม เป็นการเปิดโอกาสให้นักวิจัยของศูนย์ฯ ได้นำเสนอผลงาน การตอบคำถามแลกเปลี่ยนความคิดเห็น นอกจากนั้น ยังมีการเสนอนโยบายของในการสนับสนุนทุนการวิจัยจากแหล่งทุนทั้ง 2 แหล่ง และแนวทางการวิจัยทางด้านการศึกษา

PhD Research and Educational Development (RED)/ หลักสูตรปริญญาเอกสาขาวิชาการวิจัยและพัฒนาการศึกษา

The CELS has been working together with the Faculty of Education of Chiang Mai University to launch the PhD programme in Research and Educational Development (RED).

ศูนย์วิจัยเพื่อการศึกษาและแรงงาน(CELS) ร่วมกับคณะศึกษาศาสตร์ มหาวิทยาลัยเชียงใหม่พัฒนาหลักสูตรและเปิดการเรียนการสอนระดับปริญญาเอก สาขาวิชา การวิจัยและพัฒนาการศึกษา

Human development is nowadays largely underpinned on educational development. From this perspective by focusing on educational development, the PhD programme supported by CELS deals with a major dimension of human development.

การพัฒนามนุษย์ในปัจจุบันนับว่ามีความสำคัญต่อการพัฒนาการศึกษา จากแนวคิดดังกล่าวนี้ CELS จึงสนับสนุนหลักสูตรปริญญาเอกที่มุ่งเน้นการพัฒนามนุษย์

The leading thread of the PhD programme is the process of learning. It crosses the lines between and articulate three disciplinary orientations namely, 1) economics and sociology of labour and work, 2) vocational education, and 3) economics and sociology of education.

จุดเน้นของการจัดการศึกษาระดับปริญญาเอกคือกระบวนการเรียนรู้ โดยอาศัยแนวคิด เช่น 1) ของเศรษฐศาสตร์และสังคมวิทยาว่าด้วยแรงงานและการทำงาน 2) การอาชีวศึกษาและ 3) เศรษฐศาสตร์และสังคมวิทยาการศึกษา

Five students have been involved in the programme:

Labour Capacity Preparation: Comparative Analysis of Thailand and Vietnam/ การเตรียมบุคลากรเข้าสู่ภาคแรงงาน: การศึกษาเปรียบเทียบไทยและเวียดนาม

This programme belongs to a set of projects funded by the Thai Research Fund in order to gauge the performances of Vietnam in the economic and social fields and to draw lessons for Thailand. CELS was in charge of the human resources component and conducted research from June 2007-February 2008.
โครงการวิจัยนี้เป็นส่วนหนึ่งของชุดโครงการวิจัยที่ได้รับทุนสนับสนุนจาก สำนักงานกองทุนสนับสนุนการวิจัย (สกว.) เพื่อทำความเข้าใจประเด็นเกี่ยวกับสภาพเศรษฐกิจและสังคมของเวียดนามเพื่อเป็นบทเรียนสำหรับประเทศไทย ซึ่ง CELS ได้รับมอบหมายให้ศึกษาเกี่ยวกับทรัพยากรมนุษย์และพัฒนาการเพื่อเตรียมเข้าสู่ตลาดแรงงาน งานวิจัยชิ้นนี้ดำเนินการในช่วงเดือนมิถุนายน 2550 ถึง กุมภาพันธ์ 2551

Labour capacity preparation encompasses all forms of education and training and other characteristics of the population. The analysis put special focus on the education system with emphasis on vocational and technical training.
การเตรียมศักยภาพของแรงงาน หมายรวมถึงการศึกษาและการฝึกอบรมทุกรูปแบบที่จัดให้กับประชาชน แต่งานวิจัยชิ้นนี้มุ่งเน้นเฉพาะระบบการศึกษาที่เกี่ยวข้องกับการฝึกอบรมด้านอาชีวศึกษาและด้านช่างเทคนิค

The Vietnamese system seems to be more adapted to the needs of the labour market in this field, especially because it trains relatively more technicians than Thailand, and at a higher level. Although Thailand can devote more resources than Vietnam to education, the Vietnamese system seems more efficient because of stronger selection of students at all stages. However, recent changes in Vietnam could reverse the process, while Thailand is investing more in higher technical training. In both countries, involvement of companies in technical training is not sufficient and in both, employers complain about the quality of training.
ระบบการศึกษาของเวียดนามดูเหมือนว่าสามารถปรับตัวให้สอดคล้องกับความต้องการด้านแรงงานของตลาดแรงงานได้ดีกว่าของไทยโดยเฉพาะการฝึกอบรมด้านในระดับช่างเทคนิค และระดับมหาวิทยาลัย แม้ว่าประเทศไทยจะสามารถให้โอกาสทางการศึกษาได้มากกว่าของเวียดนาม แต่ด้วยระบบการศึกษาที่ดูเหมือนว่ามีประสิทธิภาพมากกว่าของไทยโดยเฉพาะเวียดนามมีระบบการคัดเลือกนักเรียนนักศึกษาอย่างเข้มงวดในทุกระดับ อย่างไรก็ตามในระยะหลังเวียดนามมีการเปลี่ยนแปลงกระบวนการผลิตแรงงานซึ่งอาจก่อให้เกิดผลทางลบได้ ในขณะเดียวกันประเทศไทยได้ลงทุนเพื่อให้สามารถจัดการศึกษาด้านอาชีวะและเทคนิคในระดับที่สูงขึ้นเพิ่มขึ้น แต่การผลิตแรงงานดังกล่าวของทั้งสองประเทศยังไม่สามารถขอความร่วมมือกับบริษัทหรือโรงงานอุตสาหกรรมเพื่อฝึกฝนทักษะด้านเทคนิคให้กับนักศึกษาได้ ในขณะเดียวกันก็มีเสียงบ่นจากนายจ้างผู้ใช้แรงงานว่าคุณภาพที่เกิดจากการศึกษาและการฝึกทักษะในสถานศึกษาต่ำ

The study carried out by CELS showed that due to a slower growth of the labour force and to higher economic level and higher wages, Thailand will not be able to compete anymore with Vietnam in labour intensive technologies. Competition will also be hard in medium and high tech industries, since Vietnam is already trying to attract foreign investment in high tech and has become recently one of the biggest recipients of FDI in Southeast Asia.
การศึกษาครั้งนี้ได้ชี้ให้เห็นว่าจากสถานการณ์ที่แรงงานไทยพัฒนาช้า แต่ในขณะเดียวกันค่าแรงงานได้ถีบตัวขึ้นสูงตามสภาวะเศรษฐกิจอย่างรวดเร็วนั้น ทำให้ประเทศไทยไม่สามารถแข่งขันกับเวียดนามในแง่ของการผลิตที่ใช้แรงงานราคาถูกได้อีกต่อไป ในขณะเดียวกันประเทศไทยก็ยังไม่สามารถแข่งขันกับการผลิตที่ใช้เทคโนโลยีระดับกลางและระดับสูงได้ เนื่องจากเวียดนามได้เตรียมตัวเพื่อรองรับการลงทุนจากต่างประเทศที่ใช้เทคโนโลยีระดับสูงไว้ด้วยการผลิตช่างเทคนิคที่มีคุณภาพ เวียดนามจึงจะกลายเป็นประเทศที่มีนักลงทุนจากต่างประเทศมากที่สุดแห่งหนึ่งในเอเชียตะวันออกเฉียงใต้

Research Project - NRCT 2007/2009

The CELS is involved in a research project funded by the NRCT (National Research Council of Thailand).

The aim of the project is to study the links between education and poverty.
