Planned CELS activities for the following weeks

From 25^th May to 5^th June 2009, Phasina Tangchuang, Ben Kittikhun and Visarut Tangchuang will go to Udorn Thani and Sakon Nakhon provinces to fulfil the JEAI-CELS and NRCT research programmes.

Their research activities during these two weeks will include:

1) Interviewing around 150-200 poor workers, from different occupations in various villages, sub-districts and districts in these 2 provinces, to back up the CELS research programme studying the links between education and poverty.

2) Studying the context of education by focusing on schools. Around 10 teachers from each school (4 schools per province) will be interviewed.

3) Observing mathematics teachers, from different schools, preparing lesson plans (and sharing their experiences) on Multiplication and Division for the 4th grade students. Teachers will be video-recorded when preparing lesson plans; in-depth interviews will be conducted to study their professional and individual backgrounds. The recorded materials will then be used to allow analysis using Transana Programme by researchers from CELS and involved Rajabhat Universities, and also supporting experts from University Lumière-Lyon 2 (France).

From 15^th to 27^th June, the CELS team will carry out the same tasks but in Uttaradit and Lampang provinces.

Presentation of CELS (Thai version)

ศูนย์วิจัยเพื่อการศึกษาและแรงงาน(CELS) ย่อมาจากคำเต็ม the Centre for Education and Labour Studies ก่อตั้งโดยความร่วมมือระหว่างคณะศึกษาศาสตร์ มหาวิทยาลัยเชียงใหม่ และสถาบันวิจัยฝรั่งเศส IRD (Institut de Recherche sur le Développement) เมื่อปี 2002 โดยมีเป้าหมายเพื่อสร้างเสริมศักยภาพการวิจัยระดับอุดมศึกษา ในด้านการเรียนการสอนรวมถึงการพัฒนาเศรษฐกิจและสังคมของประเทศไทย ตั้งแต่ปี 2008 เป็นต้นมา ศูนย์วิจัยเพื่อการศึกษาและแรงงานได้รับการส่งเสริมจาก IRD ให้เป็นหน่วยปฏิบัติการวิจัยรุ่นเยาว์ (young research laboratory) ภายใต้ชื่อ JEAI ส่งเสริมการวิจัยด้านการขยายตัวทางเศรษฐกิจ ปัญหาด้านแรงงานและสังคม การพัฒนาการศึกษาและคุณภาพการศึกษา

ผลจากดำเนินการวิจัยที่ผ่านมาและเชื่อมโยงถึงประเด็นที่กำลังดำเนินการต่อที่น่าสนใจมี ดังนี้

1) การขยายตัวทางเศรษฐกิจของประเทศไทยในช่วงที่ผ่านมาเน้นการผลิตที่ใช้แรงงานราคาถูกและใช้เทคโนโลยีล้าสมัยและเนื่องจากทักษะการทำงานเกิดจากขณะปฏิบัติงาน การใช้เทคโนโลยีล้าสมัยจึงไม่ได้ช่วยให้มีการเรียนรู้ทักษะใหม่ ๆ ด้วยเหตุนี้การศึกษาของไทยจึงให้ความสนใจกับประเด็นอื่นมากกว่าเน้นความรู้ เช่น มุ่งการเป็นพลเมืองดีและการขัดเกลาความเป็นตัวตนของแต่ละชาติภูมิ (ความเป็นล้านนา อีสานและใต้ ฯลฯ)

2) หลังจากวิกฤติเศรษฐกิจในปี 1997 ค่าแรงงานมีแนวโน้มสูงขึ้นซึ่งทำให้ผู้ประกอบการและระดับนโยบายกระตุ้นให้ผลิตภาพแรงงานสูงขึ้นซึ่งเชื่อมโยงถึงการใช้เทคโนโลยีสูงขึ้น นั่นคือทักษะใหม่ๆ และเทคโนโลยีทันสมัยจะถูกนำมาใช้ในการผลิตแทน แต่เนื่องจากการได้มาซึ่งทักษะเกิดจากการปฏิบัติงานจะเกิดขึ้นได้อย่างรวดเร็วและมีประสิทธิภาพได้นั้นต้องอาศัยความรู้ที่ดี มีคุณภาพที่เรียนรู้จากสถาบันการศึกษา จากความเชื่อมโยงส่วนนี้เองที่เป็นหน้าที่ของสถาบันการศึกษาที่ต้องปรับเปลี่ยนเป้าหมายการผลิตและกระบวนการใหม่

3) ความผิดพลาดของนโยบายทางการศึกษาที่เชื่อว่าทักษะวิชาชีพ(technological skills) เกิดขึ้นในสถาบันการศึกษา ทำให้มีความเชื่อว่าการอาชีวศึกษาต้องจัดให้ทันกับการเปลี่ยนแปลงหรือคาดว่าเทคโนโลยีจะเปลี่ยนแปลง ด้วยเหตุนี้จึงได้สุ่มเสี่ยง ละเลยจัดการศึกษาที่เป็นหน้าที่หลักของสถาบันการศึกษาคือการจัดการเรียนการสอนวิชาความรู้ (cognitive skills)

4) การสร้างความเข้มแข็งให้กับการศึกษาก็ต้องโดยการจัดการศึกษาที่มีคุณภาพ โดยมุ่งให้การศึกษาส่งเสริม พัฒนาองค์ความรู้(knowledge)ให้กับผู้เรียน ให้มีศักยภาพที่จะเรียนรู้ด้วยตนเองได้ เนื่องจากสังคมวิทยาการศึกษาและระบบการเรียนการสอน(didactic) เป็นปัจจัยสำคัญที่เกี่ยวข้องกับคุณภาพการศึกษา งานวิจัยที่ศูนย์วิจัยเพื่อการศึกษาและแรงงานกำลังดำเนินการจึงมุ่งเน้นในสองมิตินี้ในรูปแบบการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม

Title: Population and Labour Market Prospective in Thailand and Vietnam

In this discussion paper, we have gathered some studies based on statistical comparisons between Vietnam and Thailand. They were the material used for numerous presentations, discussions and of course, for the final report submitted to the Thai Research Fund.
It was not in the terms of reference of this project to compare economic performances of the two countries. The few materials presented here are just contextual information, recalling that Vietnam, despite rapid economic growth in the last two decades, still lag behind Thailand. The demographic frame seemed important to the participants inasmuch as it impacts on the labour market and on economic choices.
As shown in a previous discussion paper, Vietnam and Thailand face opposite constraints from population evolution. In this paper, we detail the projections of population and their impact on the age structure. We then focus on the consequences of the demographic transition on labour markets in the two countries. We try to draw some perspectives on labour market and even introduce some hypotheses concerning skills. This allows us to make a simulation of what the labour market will look like in 2025.

Meeting CAMT - CELS

On Monday 23rd March, the CELS met with the CAMT team (College of Arts, Media and Technology - Chiang Mai University) to discuss on the issue of skills formation.

This meeting was a great opportunity for the two teams to exchange on issues related to skills and co-op education programmes for instance.
